In selecting for the title "A Preface to Politics," I have wished to stamp upon the whole book my own sense that it is a beginning and not a conclusion.

    The preface is my opportunity to tell you what inspired me to write this book and to inspire you to read it. I am unable to tell you yet what the story is about because I haven’t written it yet. I have some idea where the words might take me, but I will release the passages and chapters as I write them. I have been thinking about this book for a long time. When I retired from government service in , I gave more thought to it, indicating in my retirement letter to my associates in the National Park Service that among the several things I was going to do in retirement was write a book, and a lot of people encouraged me to do so.
